GRAHAM SETTLE.AS OF AUGUST 31ST, MORE THAN 300 PEOPLE HAVE BEEN KILLED AND 1,200 INJURED
IN 297 MASS SHOOTINGS THIS YEAR ALONE IN AMERICA.SEVEN OF THOSE SHOOTINGS OCCURRED AT K-12 SCHOOLS,
COLLEGES AND UNIVERSITIES.PROTECTING SCHOOLS AGAINST VIOLENCE HAS BECOME A WAY OF LIFE,
AND SINCE HIRING A SAFE SCHOOLS COORDINATOR NEARLY 15 YEARS AGO, DURANGO SCHOOL DISTRICT
9-R HAS SPENT MILLIONS OF DOLLARS TO IMPROVE SCHOOL SAFETY PRACTICES.MOST RECENTLY, IT
RECEIVED A $1.1-MILLION GRANT AS PART OF A 2018 STATE LEGISLATIVE INITIATIVE THAT SET
ASIDE MORE THAN $30 MILLION DOLLARS FOR SCHOOL SAFETY IMPROVEMENTS STATEWIDE. THIS FALL,
THE SCHOOL DISTRICT SPENT $365,000 OF THAT GRANT TO INSTALL 112 VIDEO SURVEILLANCE CAMERAS
IN ALL ITS SCHOOLS AND INTEGRATED DURANGO HIGH SCHOOL’S EXISTING SURVEILLANCE CAMERAS
INTO AN INTERNET-BASED PROGRAM THAT ALLOWS STAFF TO MONITOR AND RECORD ACTIVITY IN REAL
TIME. IT’S, IT’S GOING TO BE A NICE TOOL. WE’VE
HAD VIDEO SURVEILLANCE AT ONE OF OUR CAMPUSES FOR SEVERAL YEARS, SO WE KNOW WE CAN USE IT
IN REAL TIME, AND WE CAN, YOU ALSO USE IT IN AS A FORENSIC TOOL. RIGHT? SO IF THERE’S
A FIGHT GOING ON, AND WE CAN DEPLOY OUR STAFF TO MITIGATE THAT, BUT WE CAN ALSO LOOK AT
IT FROM FROM THE PAST, OR FORENSICALLY, TO SEE, YOU KNOW, WHAT ELSE WAS GOING ON. IN 2018, THE DISTRICT HIRED A SCHOOL SAFETY
CONSULTANT TO ASSESS DISTRICT SCHOOLS AGAINST BEST SAFETY PRACTICES. SINCE THEN, THE DISTRICT
HAS USED ITS STATE GRANT TO INSTALL BALLISTIC FILM TO WINDOWS AND DOORS TO PROTECT THEM
FROM GUNFIRE.IT INTEGRATED ITS RADIO COMMUNICATION SYSTEM TO CONNECT DIRECTLY WITH THE INTERAGENCY
EMERGENCY COMMUNICATIONS CENTER AND AREA LAW ENFORCEMENT, AND IT PROVIDED ALL TEACHERS
WITH RADIOS.MOSTLY IMPORTANTLY, MORRIS ADDED, THE DISTRICT IS PROVIDING TRAINING TO TEACHERS
TO IMPROVE THEIR ABILITY TO RESPOND IN A CRISIS.MORRIS CALLS IT BUILDING RESILIENCY RATHER THAN ANXIETY
AND FEAR. YOU KNOW, I THINK IT’S GOING TO CHANGE A MINDSET.
WE NEED JUST NEED TO BE MORE AWARE AND RESILIENT, AND SO THIS IS GOING TO BE A CULTURE SHIFT,
AND WE WANT TO MAKE SURE WE ENGAGE, NOT ONLY WITH OUR STAFF, BUT ALSO WITH OUR PARENTS
IN THE CONVERSATION ON HOW WE’RE MOVING FORWARD, SO IT ISN’T JUST MY PLAN OR THE SUPERINTENDENT’S
PLAN OR A PRINCIPAL’S PLAN. IT’S OUR OUR PLAN. AND TO ENSURE OUR SAFETY OF OUR KIDDOS SO
THEY CAN LEARN AND OUR TEACHERS TO TEACH. IN 2018, THE DISTRICT APPOINTED A SAFETY TASK
FORCE TO ADDRESS SCHOOL SAFETY IMPROVEMENTS TO SELECT APPROPRIATE SAFETY INVESTMENTS AND
TRAINING SO THAT THEY REFLECT WHAT THE COMMUNITY WANTS FOR ITS SCHOOLS.THE TASK FORCE INCLUDES
EMERGENCY RESPONSE AGENCIES, TEACHERS, STAFF, ADMINISTRATORS, HIGH SCHOOL STUDENTS, PARENTS
AND COMMUNITY MEMBERS. THE REALITY IS IS THAT, YOU KNOW, IF WE CAN
STAY OUT IN FRONT OF THIS AND BUILD RESILIENCE, THEN WE AREN’T GOING TO BE LEFT LIKE SOME
OF THESE OTHER SCHOOL DISTRICTS THAT HAVE NO CHOICE NOW BECAUSE THEY’VE EXPERIENCED
THE LOSS OF A CHILD ON A CAMPUS. AND SO, THEY’RE BEING INUNDATED BY, YOU KNOW, REQUIREMENTS.
AND SO WE STILL HAVE AN OPPORTUNITY TO MAKE CHOICES. AND SO, THAT’S THAT’S MY INTENTION:
